The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
The Business Optimization and Insights (BOI) team is seeking an Analyst, Business Optimization and Insights to support the development and implementation of a divisional performance measurement plan. This critical role involves measuring I+IT’s contributions to the agency’s strategic priorities, both internal and external. Reporting to the Director, Business Optimization and Insights, the incumbent will play an integral part in developing and maintaining performance metrics for I&IT programs and projects, as well as contributing to the creation of detailed reports, dashboards, and other data products for various branches within the division.
Under the guidance of the Director and Team Lead , the successful candidate will also engage in research activities to advance the division’s performance measurement plan. This position is ideal for an individual committed to using data-driven insights to enhance performance.
In this role, the successful candidate will:
- Support the design and delivery of a divisional performance measurement strategy that measures the I+IT’s contributions to the overall agency’s internal and external priorities.
- Conduct research, analyzes data, and contributes to developing and maintaining I+IT’s program and project performance measures.
- Develop and/or support the development of reports, dashboards, and other data products for various branches within I+IT.
- Work collaboratively with internal stakeholders to define and document intended outcomes.
- Analyze and communicate large quantitative models under the guidance of the Lead to support the division's analysis of policies and regulatory activities and their impacts on its regulated industries.
- Conduct internal and external research to support the continued development and evolution of the division’s innovation strategy.
- Establish and maintain ongoing collaborative working relationships with counterparts throughout the AGCO and externally, from front-line staff to executive leaders.
- Participate in consultations with internal teams, industry, and AGCO stakeholders, aligned with AGCO’s strategic engagement priorities. May lead the discussions, depending on the projects and initiatives.
- Represent the branch across the AGCO and with external stakeholders, including chairing or participating on committees, task forces, and meetings.
The ideal candidate will have:
- University degree in one of the following fields: Statistics, Economics, Business Analysis, Public Policy, and/or relevant experience that develops critical and strategic thinking.
- Solid knowledge and demonstrated related experience in performance measurement, data analytics, and reporting to support evidence-based decision-making.
- Previous experience related to developing and implementing performance measurement strategies and frameworks.
- Ability to assess the effectiveness of policies, intervention strategies, and other regulatory activities through a quantitative lens.
- Experience in public-sector program evaluation.
- Excellent communication (both written and verbal), collaboration, and interpersonal skills to prepare and present complex, authoritative analyses.
- Excellent ability to conceptualize, evaluate, and problem-solve. Strategic thinker. Sound judgment and sensitivity to issues and ability to work with a diverse client group and staff at all levels of the agency.
- Good understanding of the policy-making process.
- Solid knowledge and application of business intelligence solutions (e.g., MS Power BI), SQL, R, and/or Python.
- Excellent organizational skills with the ability to prioritize work in order to meet time-sensitive deadlines.
- The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
